Head to the Artisan's Guild and look for the NPC named 'Vincent.' You need to trade some rare pigments and canvas to get him onboard.

You can get a painter in Infinity Craft by visiting the Artisan's Guild in the central city. Make sure you have enough resources to hire them!

Hmm, not a fan of the painter option. I just use the regular builder NPC and paint myself. Keeps it simple.
