Pastel Ingot isn't a thing in Subnautica. If you meant Plasteel Ingot, just grab a Titanium Ingot and 2 Lithium to craft one!

Trust me, I've combed every corner of that ocean; no pastel ingots in Subnautica! It's probably Plasteel Ingot you're after. Grab 10 Titanium for the ingot, and 2 Lithium to upgrade it.
