To get the Phase Specter, you need to farm the Specter Blueprints from Rescue missions or buy them from the market. Once you have the blueprint, you'll need 2 Orokin Cells, 500 Circuits, 2500 Salvage, and 2 Morphics to craft it. After crafting, deploy it during missions for some extra help with the baddies!

Rescue missions give you Specter Blueprints as rewards. Just keep rescuing those pesky hostages, and you'll get the Phase one eventually. Happy hunting!

From experience, farming Rescue missions for those Specter Blueprints can be a bit grindy but totally worth it. Once you get the Phase Specter, it really helps out in the tougher missions!
