You go to your profile, tap the settings gear, scroll to 'Who Can...', and make sure 'Everyone' is selected under 'View My Story'. Then go back and tap 'Create Public Profile'. Simple as that!

Open your profile, click 'Create Public Profile' in the 'Add to Spotlight or Snap Map' section. Done and done.
