You'll need to find two fragments of the Propulsion Cannon and scan them. Once you've got that blueprint, you can upgrade it to the Repulsion Cannon using a modification station. Happy hunting!

Just upgrade the Propulsion Cannon at the modification station after scanning two fragments. Easy peasy!

Go to the Aurora's Prawn Suit Bay or Degasi Seabases to find and scan Propulsion Cannon fragments. Then use a modification station to upgrade it to a Repulsion Cannon.
