Honestly, why bother? Santa in Terraria is just for fun and doesn't offer much gameplay-wise. Focus on other NPCs first.

Then, defeat the Frost Legion, which you can summon by using a Snow Globe. Once they're defeated, Santa will move into any suitable housing you've got.
