Sadly, you can't get Scoob permanently anymore. He was only available during the Scooby-Doo event in 2020. Your best bet is to keep an eye out for similar events or special pets in the future!
Scoob is a rare guest star in Adopt Me, only there for a limited time during the 2020 event. I got mine then and he's one of my favorite pets!
