The settings are pretty minimal. Basically, you can toggle fullscreen with F4 and adjust the volume with F3.

You just gotta edit the game's config file directly. It's in the same folder as the game, called 'undertale.ini'.

Press F4 to switch to fullscreen, and use the arrow keys to navigate the menu for other settings.

TBH, Undertale doesn't have a settings menu like most games. You can change some things in the config file, tho.
