To get Shikai as an Arrancar in Type Soul, you'd first need to grind and level up your soul abilities. Once you reach a certain level, you'll unlock the Shikai quest, which you can complete to obtain your Shikai form.
From personal experience, I’d say keep battling and doing quests. Eventually, you’ll hit the level needed for your Shikai quest if you're a Soul Reaper. But if you're an Arrancar, aim for Resurrección!
