Getting shrimp in Stardew Valley is pretty straightforward - you need to use a crab pot. First, either craft a crab pot (using 40 wood and 3 iron bars) or buy one from Willy's Fish Shop for 1,500G. Then, place your crab pot in the water, either in the ocean or in freshwater rivers and lakes. Bait it with any kind of bait, and voila! Check it the next day, and you might find yourself with some shrimp among other possible catches like snails, periwinkles, or crabs.

Just drop a crab pot in the water and pray to the Stardew gods. Seriously though, bait a crab pot, wait a day, and check. Shrimp roulette.
