You need to buy a second floor expansion first. Then, stairs will appear in the 'Build' menu under 'Stairs & Elevators'!
You need to unlock the second floor by earning enough Money, then you can buy and place stairs from the Build menu. I did it last week, and now my restaurant's got two floors of deliciousness!
