To snag yourself some Summer Seeds in Stardew Valley, you got a few options. First off, foraging is your friend. Wander around and look for wild summer seeds. Another way is through crafting. Once you've levelled up your foraging skill to level 6, you can craft Summer Seeds using one each of Spice Berry, Grape, and Sweet Pea. Last but not least, you can sometimes buy them from the Traveling Cart. Keep an eye on that cart; it's got the goods.

Honestly, I just buy mine from the Traveling Cart. Foraging and crafting take too long. I want to farm, not hunt and gather.
