The Arcane Cards in Valorant were part of a special promotion for the release of the 'Arcane' series by Riot. You had to complete specific in-game missions during the event period to unlock these cards. Unfortunately, if you missed the event, there's no official way to get them now. Actually, you can't get the Arcane Cards anymore; they were a one-time deal. If you didn't snag them during the Arcane event, you're out of luck. Maybe try trading with a friend who's less attached to theirs?
