The Golfer, Angler, and Pirate are your go-to guys for this setup. Keep 'em close but not too crowded, and make sure their houses are up to snuff. Trade with them often to keep their spirits high. Once they're happier than a clam at high tide, one of them should sell you the Beach Pylon. Voila, fast travel by the sea!
