To get the best baby in Fallout Shelter, pair two Dwellers with high SPECIAL stats in the living quarters. SPECIAL stats are Strength, Perception, Endurance, Charisma, Intelligence, Agility, and Luck. Babies inherit a combination of their parents' stats, so pairing Dwellers with high stats increases the chance of a baby with great stats. Also, outfitting your Dwellers with SPECIAL-enhancing gear before pairing them can give their offspring a further stat boost!

Just max out the parents' SPECIAL stats, easy peasy. You want a super baby? Make super parents. It's all in the genes, and maybe a bit of luck.
