How to Get the Laser Cutter to Work in Subnautica
First, you gotta find the blueprints for the laser cutter. Check out wreckages in the Grassy Plateaus or the Mushroom Forest. Once you have the blueprint, gather 2 diamonds, 1 battery, 1 titanium, and 1 cave sulfur. Craft it at your Fabricator and voila! You'll be cutting through doors and debris like a pro!

Make sure you have the materials and the blueprint, then use your Fabricator. If it's not working, you probably missed one of the components.
