Getting Lightning Boots in Terraria is an electrifying adventure! First off, you need to craft Spectre Boots. Combine Hermes Boots or Flurry Boots (which you find in chests) with Rocket Boots (buy from the Goblin Tinkerer). Then, boost those Spectre Boots to Lightning Boots by fusing them with an Aglet and an Anklet of the Wind. You can find the Aglet in wooden chests located near the surface or in the underground, and the Anklet of the Wind in chests within the Jungle biome. Gather all these items and combine them at the Tinkerer's Workshop, and boom—Lightning Boots, ready to make you zip around your world faster than ever!

Just craft 'em! Spectre Boots (Hermes/Flurry + Rocket Boots) + Aglet + Anklet of the Wind at Tinkerer's Workshop. Easy peasy.
