You can get the Merciless, an exotic rifle, as a random drop from bosses, control points, or as a mission reward. Keep grinding activities in the open world, and one will eventually drop for you. RNG can be a bit fickle, so patience, Agent!
You could just rely on the RNG gods or maybe try trading with another player who has it. Sometimes, a little luck and a friendly trade chat do the trick.
