To unlock the Second Sea, you need to be at least level 700. Head to the Prison, and there you'll find a character named the Military Detective. Accept his quest to defeat the Ice Admiral, complete it, and you'll get a key to access the Second Sea through the gate at the World Portal in Middle Town!

Getting to the Second Sea is pretty straightforward! First, get to level 700. Then, visit the Prison and talk to the Military Detective for a quest to beat the Ice Admiral. Once you defeat him, you'll get a key to open the World Portal in Middle Town. Easy peasy!
