Honestly, just keep sailing northeast from the Third Sea docks, and you'll see it eventually. It's not rocket science, folks.
To get to Floating Turtle Island, sail from the docks of the Third Sea towards the northeast. Pack snacks, it's a long trip!
First-hand tip here: I sailed northeast from the Third Sea spawn point and got there in about 5 minutes. Just look for the big turtle!
