In Spyro: Year of the Dragon, you need to find the Charmed Ridge. Then, just follow the main path, climb the beanstalk, and glide to Rapunzel's tower. Easy peasy!
To reach Rapunzel in Spyro, first, head to the Charmed Ridge level in Spyro: Year of the Dragon. Glide across platforms and defeat some enemies, then follow the path until you find yourself in front of a giant beanstalk. Climb it, glide over to the towers, and eventually you'll get to Rapunzel!
Just go to Charmed Ridge and climb the beanstalk. Glide to the towers. Done.
