You need to beat the Giganto monster, Brutal, near Deidon Hold for the Dragon Fossil. Then, head to Keiv Moc and go to the area that looks like a dragon's spine. Check the spot where an event triggers and voila, Spiral Draco appears!

I got lost for hours before realizing I needed the Dragon Fossil from Brutal near Deidon Hold. Finally found it in Keiv Moc at the dragon skeleton. Total facepalm moment!
