Head over to the White House Base of Operations. From there, make your way to the Specializations Vendor. The Cloak is part of the Firewall specialization, so you’ll need to unlock that first!

Unlocking the Cloak in The Division 2 is pretty straightforward. Head to the Base of Operations, go to the Specializations Vendor, and it should be there under the Firewall specialization.
