You can access the sound test room by editing your save file. Change the 'Name' value to Gaster, and you'll spawn in the room when you reload the file!
I’ve done it myself! Just rename your save file to 'Gaster' and you'll enter the mysterious sound test room when you start the game. Easy peasy!
