First off, you gotta unlock the Community Center cutscene, which happens by day 5 of Spring, year 1. After that, you'll get a letter from the Wizard, aka M. Rasmodius, inviting you over to his tower. The Wizard's Tower is located in the Cindersap Forest, the southwest of your farm. Just head south of your farm, then west across the stone bridge, and keep your eyes peeled for the lone tower. Can't miss it, it's got that spooky, magical vibe!
