The only way to get translators is by doing the Science Bear quests. He gives out three translators in total, one for each major part of his questline.
I've done it myself: just keep finishing the Science Bear's quests. You'll get three translators in total from him, one at a time.
Why bother with a translator? Just learn Bee language! Kidding. Get them from the Science Bear's quests.
