First, you need to be Level 2000. Then, head to Fishman Island and find the NPC named Tomoe. She'll give you a quest to defeat 15 shark swordsmen.

You've got to be at Level 2000 and complete a quest from Tomoe on Fishman Island. Once you beat 15 shark swordsmen, you'll unlock V2 Fishman. It's a bit of a grind, but totally worth it!
