You need Shark V2 first. Go to Alchemist in Green Zone for Blue Flower at night and Red Flower from NPCs, then talk to War on the Upper Skylands. Repeat this process to get V3 race by completing quests.
Just follow the quest chain starting with the Alchemist in Green Zone and finish the series of tasks given by Arowe at Upper Skylands.
To get V3 Shark, you gotta complete the Alchemist quest in the Green Zone (talk to the horned NPC). After that, speak to Arowe in the 2nd Sea's Upper Skylands and do a simple quest for him. Boom, Shark V3 unlocked!
