Unfortunately, you can't directly give cities to allies in Total War: Warhammer 2. But you can always 'gift' them by letting your ally capture a city you abandon.

Just had my friend take over a city I abandoned by moving my army out of it. Easy peasy!

You can't transfer cities directly, but you can use diplomacy to give them money or settlements during negotiations, influencing their expansion.
