You can't directly gift bucks in Adopt Me, but you can use the Cash Register furniture to let friends 'pay' you.
Just go to the person you wanna give bucks to, click 'give item,' select bucks, type in the amount, and you're done!
Heads up, you can't give bucks directly in Adopt Me. Try using the Cash Register item to 'donate' bucks!
From personal experience, the easiest way is the Cash Register method. Place one in your house, and let your friend use it to give or receive bucks!
