To give someone maker pen permissions in Rec Room, you gotta be in your own room where you have the Host or Co-Owner role. Once you're set, open your watch menu, go to 'This Room' -> 'Settings' -> 'Permissions.' From there, find the player you wanna give permissions to, and toggle the 'Maker Pen' option for them. Easy peasy!
