First tap on your city center, then click on the commander statue. Pick your commander, then click 'Troops' to assign your army. Simple as that.

You can't really 'give' troops directly. You select the commander, then add troops before marching.
To assign troops to a commander, go to your city, tap on the Commander's statue, select the commander you want to assign troops to, tap the 'Troops' button, and then choose the number and type of troops. Easy peasy!
Open your city, hit the statue to select your commander, then tap 'Troops' to assign the desired units. Voila, you're ready for battle!
