For iOS, go to Settings -> Privacy -> Microphone and make sure PUBG Mobile is toggled on. For Android, it's Settings -> Apps -> PUBG Mobile -> Permissions -> Microphone.

From my experience, just go to your app settings, find PUBG Mobile, and switch on the microphone permission. Worked like a charm for me!
