To damage Lieutenant Lech Kril, shoot the coolant tank on his back until it bursts. Once that's done, wait for him to get frozen and then start shooting his body. Rinse and repeat!

Shoot the tubes on his back! They get all explody and then you can actually damage him. Good luck, Tenno!

From my experience, attack the tubes on his back first, then when he freezes, go ham on him! Trust me, it works.
