Just let AI handle it. Gardens work just fine at default skill level. No need to sweat it.
To level up your gardening skills, just spend time working in your garden plots. Assign a survivor with the Gardening skill to tend to them, and watch them bloom!
From personal experience, I can tell you that clearing infestations near your base helps your gardening survivor focus better and improves their skill indirectly!
