Easiest way? Just ride a bike. A lot. Like everywhere. The more stunts, wheelies, and general chaos you cause on a bike, the faster your skill will increase. Also, aim for longer rides because the game rewards you for time spent on the bike, not just distance.

Quick tip: keep using the same bike as much as possible. The game seems to give you skill points faster that way. Plus, it's like your bike and you become one. Poetry in motion, dude.

Honestly, just play the game. Your bike skill will go up as you play. I never specifically tried to increase mine, and one day, boom, max skill.

Jump off every ramp you see. The crazier the stunt, the better. It's all about pushing the limits. Also, try to avoid face-planting; it's bad for your health and your pride.
