Overclock your GPU if you're comfortable with that, and consider upgrading your hardware if you're still having issues.

Turn off unnecessary background apps, set your graphics settings to medium or low, and make sure your drivers are updated!

From personal experience, I found that setting the game to run in full screen mode and not windowed helped a lot. Also, make sure your power settings are set to high performance.
