Honestly, just get a newer phone with better specs. I mean, some old devices can't handle the highest settings without turning into a toaster.
You can also try using a GFX tool, an app that allows deeper customization of game graphics, but be careful as it might violate PUBG's terms of service.
I cranked up my PUBG graphics by simply updating the game and allowing it to auto-detect the best settings. Sometimes the game knows best!
