Just max out what you've got! Upgrade your existing storage rooms to the max level. This will significantly increase your capacity for med packs without having to carve out more space in your vault for new rooms. Plus, it's a good way to save caps if you're running low.
Actually, I found focusing too much on med pack storage isn't the best strategy. Better to balance your resources and not hoard too many med packs. Keep your dwellers healthy through upgrades and better living conditions!
