Make sure your Xbox Series S is using a wired Ethernet connection instead of Wi-Fi. Wired connections are usually more stable and faster.

Check your console settings. Go to 'Settings' -> 'Network' -> 'Advanced settings' -> 'Alternate MAC address' and clear any existing MAC address. Restart your Xbox afterward.

In my experience, pausing and then resuming the download can sometimes kick it into a higher speed. Not always, but worth a shot!
