Just wanna throw this out there, but sometimes the best way to enjoy One Piece Pirate Warriors 4 is solo. You can fully immerse yourself in the story and gameplay. But, and that's a big BUT, if you're set on playing with friends, follow the main menu > online > create a room > invite friends path. Happy gaming!
