Just get full command of a province and the commandment options will unlock automatically. Go to the province overview and pick your favorite one. Conquer, command, celebrate!

To issue a commandment in Total War Troy, you need to control the entire province first. Then, go to the province overview and select the commandment you want from the list. It’s that simple!

Seriously, who doesn’t enjoy issuing commandments? Just control a whole province and the option will be there for you in the province overview.
