To issue a commandment in Total War: Warhammer 2, control all settlements in a province, then click on the province's name to bring up your options for different commandments!

Just conquer the whole province and boom, you can command like a boss!

First, you need to control an entire province. Once you have full control, click on the province's name, and you'll see the Commandments menu pop up with several options to choose from. Easy peasy!
