Grey health bars mean the enemy has damage reduction buffs. You gotta strip their armor with abilities or mods like Corrosive Projection or Shattering Impact!

Best way is to use Warframes like Mag or Saryn to strip their armor. Extra pro tip: weapons with corrosive damage work wonders!
