Find and read Utilities textbooks to give survivors the skill, then use them to build and upgrade related facilities like latrines and generators. Easy peasy!
I maxed out my Utilities skill by constantly upgrading my base utilities and assigning tasks to my survivors with the skill. It really helps to keep them busy!
To level up Utilities in State of Decay 2, just build and upgrade facilities like the Workshop and Water Outpost, and also make sure to train survivors with the Utilities skill. Keep an eye out for books that add or improve this skill, too!
