Using RTSS (RivaTuner Statistics Server) is another option. It lets you cap the frame rate for any game. Just set the limit you want!
You really don't need to limit FPS. Modern games handle it just fine on their own.
You can also use your GPU control panel to limit FPS. For Nvidia, go to Nvidia Control Panel -> Manage 3D settings -> Program Settings -> Add Starfield, and set Max Frame Rate.
