Helicopter. Seriously, grab a chopper, lift off, and just hover above the chaos until your wanted level disappears. It's like you're playing hide and seek with the cops, but you're in the sky and they're not.
Run into the countryside and keep moving! Cops have a harder time finding you in the vast open spaces of San Andreas. Plus, it's a great excuse to explore the game's scenery.
Jump on a train. No joke, if you time your jump right, you can land on a train and just ride it out. The cops will give up eventually. Just be ready for some stunts!
