To lure Condroc in Warframe, you need to use the Echo-Lure you get from The Business in Fortuna. Equip the lure and mimic the Condroc’s call using your fishing tool slot.

Just grab an Echo-Lure from Fortuna and mimic the bird calls. You'll have Condrocs flying in no time!
No offense, but you don't need the Condroc for anything major. Just use the Echo-Lure if you're doing it for fun or some specific goal.
I found that using the Echo-Lure and practicing the calls was the best way to lure Condroc. Took a bit to get the hang of it, though!
