Easiest way? Buy it with Platinum in the Market. Lazy but effective!
I usually wait for alerts or events for the blueprint, then just farm the resources. Trust me, it's more fun that way!
To make an Orokin Catalyst, you need a blueprint first. They sometimes drop from alerts or can be bought from the market for Platinum. Once you have the blueprint, just gather the required resources and head to the Foundry to craft it!
