First off, you're gonna want a solid base, like a green hoodie or a morphsuit for that authentic Peashooter green. For the head, papier-mâché around a balloon could work wonders, just make sure to paint it green and add those big, googly eyes! Don't forget to create a mouth - maybe outta felt or more papier-mâché - where you can pop in some fake peas (green painted ping pong balls?) for that signature Peashooter look.
